Subject: Update
Rally at Capitol : Yesterday’s rally was WONDERFUL! There were over 150 people in attendance, including families, students, teachers, school administrators, grandparents, a gubernatorial candidate, and a federal congressional candidate. Thanks to all of you who attended! There are pics on the Iowa HSAP Supporters Facebook page<http://www.facebook.com/pages/Iowa-HSAP-Supporters/230051465980?v=photos&ref=ts#/pages/Iowa-HSAP-Supporters/230051465980?ref=ts>. Be sure to check it out, and add your own pictures or comments. Also, if you were present when I was speaking with Senator Dvorsky, I’d appreciate it if you email or call me ASAP. I want to be sure I heard one thing he said correctly.
Attend a Listening Post: I know it’s short notice, but I want to make sure that we keep up the process of informing legislators about this issue every chance we get. This is not going to be an easy battle, and we must not tire before the race is done! So, at the end of this email you will find a list of listening posts that key members of the education committees will be attending. Even if you are not in these districts, it would be invaluable to have at least a handful of HSAP representatives (teachers, families, administrators, etc…) at each of these events if possible. PLEASE consider attending if possible. The list of events and more instructions are at the bottom of this email.
Let’s Get Some Signatures: One of the things we worked on doing yesterday at the rally was getting signatures on a petition. (Thanks Jill Watson creating this for us!) I am attaching the petition. PLEASE get your families, school administrators, school board members, community members, fellow faculty at your school etc, to sign this petition. Print as many copies as you need to, and please mail them back to me by Friday, February 5th. I’ll take them to the legislators the week of funnel, which is Friday, Feb 12th.
Keep Up the Good Work: I want to encourage you to keep up the fight. Yesterday I was overwhelmed by the turnout at our rally. Today our HSAP had an Iowa History day with over 120 people in attendance. If we do not continue to do things like the former, we won’t be able to do things like the latter in the future. Our programs are serving the needs of Iowa’s families, and we must remember that they are worth fighting for, even when the battle is difficult. PLEASE keep sending updates to your families. PLEASE keep sending letters and phone calls to education committee members. PLEASE keep encouraging your administrators and school board members to get involved and have their lobbying groups get involved. Our families and programs are worth fighting for!
Parent Taught Driver Education: Once again, the bill that would allow experienced home school parents to teach driver education to their own children following specific guidelines and curriculum is on the move. Below is a note from Bill Gustoff, the lobbyist from NICHE who is running this bill. Just thought I’d keep you posted on this issue!
A House Transportation Subcommittee met Wednesday, January 27, 2010 to consider HF 2098-Parent-Taught Driver Education<http://rs6.net/tn.jsp?et=1102970963504&s=724&e=001__Tbr-Wo-yJgNyYnb3aN69vJkxpuZUuuZ1vs6ig9vjH1XT-ZvJI8hGyXbIUFfKwwbhPvDaY8Iu1VlTy5LFy3II8uJ6–G19ABDzUoaXXno-aYhNgYkXGyhKz5ibMS6j5DxRRe1MnoyscWNtkGOtL7XiFo0rYnLXJNm1KXgK4aaO2rvjbBPLmsebv0Orn9ML2xHB-H_lQ8UkQxDC42imP4ouCS52rEVLBwr0wAdRnlIcP9CKWWDQayxETD39qLjSr>. This is the same as SF 350<http://rs6.net/tn.jsp?et=1102970963504&s=724&e=001__Tbr-Wo-yJeabfc_HLdeJ_MUq-AleUgLDQiYXXBJmxtSSvQmNQlzg7WJjcBV9gJ6Iu_k1ekrU9C1oAQRhfIOjaQ644a8GDkqEzjudHyLbsaGXG0OQRGVXtvt9A-7zdC0orR9VW9DTIQkItImrCGrkqCH0DwXgExMxST_UevcvzPiNkQPCaAF9-RnSMRUjhpqAUXN8BcknlpTUcC3UGoFp_sKEG0moWekvQ2b4Xp0N_nEluMKyPYIOlzLCr5QI0y> that will hopefully be taken up by the Senate Transportation Committee. Today’s meeting was to determine if the bill will be considered by the entire House Transportation Committee<http://rs6.net/tn.jsp?et=1102970963504&s=724&e=001__Tbr-Wo-yILSUIF8Bb_G3upFqlNwNSDhdMgh-YeXSTMDlLzZUjjQatFzOXd-QfeV_bTk-z7YojAb4IaL1QBZ_2curi0gz60xhQ-kUzU-GKMYnEN2vKtefkHXNjp8jXz-hdo_QUzBpR3ZYEENoKfGfqITH7yR6GHkStvkp5K9J0=>, and the 2-1 vote at the meeting means that it will!
Those voting in favor of passing the bill to the Transportation Committee were Rep. Larry Marek (D-Riverside)<http://rs6.net/tn.jsp?et=1102970963504&s=724&e=001__Tbr-Wo-yIyP4YUglSYJhMl72KPhSfLlcY-Q6fTLMzdX5A3Igeo3WNtpsV96TJigRNAET0_TnbfQ-33kWhLlB2G62K_yk68hA1RxL6bRBxMfRoXikDe6THk9SKq5WFTmnwVnR75hKo34s5z5quq23CwX-YjgCGZpS3Sp2tFVIo=> and Rep. Chris Hagenow (R-Windsor Heights)<http://rs6.net/tn.jsp?et=1102970963504&s=724&e=001__Tbr-Wo-yKQiGDJMCrBT3ZSmJyFu-TDX90EMpHpnCDmxOmw96m-XQdnKTJOM5eVAOmyrTMIhreEcxrrqaj8z1ZgRwgLW4MKkE1WRUge6clSR96JBbxIX9Yfh61r5aU7P6uetpgOlLpoQt7s3KkAkc_guU8JF8ie3pAPzDgmeJY=>, while the no vote came from newly-elected Rep. Curt Hanson (D-Fairfield)<http://rs6.net/tn.jsp?et=1102970963504&s=724&e=001__Tbr-Wo-yJw0PB6NQ-hSgFP-rO-vVxS79aoYjr_AzNy5dDiFCWnThReVLVx9_MOqKlpOAcAJyGgjypBQNCDWDFrdzUYGBJ5uA-hZZNUlcHL43NqpSKMddFuqOMAYgeYJvWghgu0ykkfwLuDQPm1ZtMvTXaPm_NRvPsxLx20dp0=>. If you are a constituent of or know Representatives Marek or Hagenow, please call or e-mail them to thank them for this vote and asking them to support the bill in the Transportation Committee.
If you are a constituent of Representative Hanson<http://rs6.net/tn.jsp?et=1102970963504&s=724&e=001__Tbr-Wo-yLSG0QLLT7vJ1zbwR5VKAQ_zRSCKKU0Y8lCX0Imfg0nNnQ3Zy5zLZP02ZqDUrVn7PkQU6Jjl9UyALlju5hNOspB_sYSCuOevcqxvy-gV041udCvsuD0H231IGk-9esOm3PYPLdmarCPmmDX1ynJPhIHT969nbJqBExwhxzE43EwIA==>, you may wish to urge him to support the legislation in the Transportation Committee and let him know how important it is to you and your family. Please be positive and polite if you contact him, and remember that you are Christ’s ambassador to your elected official (2 Cor. 5:20). Being rude to him and arguing with him will not persuade him and it will make him less inclined to listen to you on other issues.
The Next Step
Our next step will be to pass this through the House Transportation Committee<http://rs6.net/tn.jsp?et=1102970963504&s=724&e=001__Tbr-Wo-yILSUIF8Bb_G3upFqlNwNSDhdMgh-YeXSTMDlLzZUjjQatFzOXd-QfeV_bTk-z7YojAb4IaL1QBZ_2curi0gz60xhQ-kUzU-GKMYnEN2vKtefkHXNjp8jXz-hdo_QUzBpR3ZYEENoKfGfqITH7yR6GHkStvkp5K9J0=> and the Senate Transportation Committee<http://rs6.net/tn.jsp?et=1102970963504&s=724&e=001__Tbr-Wo-yJqIGQ7xb-U1N88p1XgwKwCipymCBoudF1xzRH-hCNLc-OumCZ91P8we11sFUpcy951bg0BAoMCIaku07n2f2dr2V1scvEXxE-7rYgTSX3MfquCpEw2RYV9PNj4o-s0Wwu3k8y91Zkr_fFCqfjaju85pxVDydIG0J8=>. Using these links I urge you to look at who is on those committees and then to promote the legislation to them if you are in one of their districts. We think we have the support to pass in the Senate side, but the House is far less certain.
Again, be polite, positive, and pleasant with your elected officials. Thank them for their service and ask them to support this legislation. In particular, share with them how this will help you and your family or, if your children are grown and already licensed to drive, let them know how helpful this would have helped in your situation.
Your support is critical. We would not be this far without your past involvement, but we need to be diligent to see it through. If you have any questions, feel free to contact me.
Thanks,
Bill Gustoff

Don’t worry about knowing exactly what to say – just ask WHEN (not if) the education committee is going to take up and change the bad administrative rule about HSAP funding that was referred by the Administrative Rules Review Committee. If they have questions, you can print out and hand them the sheet that is attached, or give them my name and telephone number and ask that they contact me.
